The most prominent theme of the Mine Safety Technology and Training Commission report is that every mine should develop and maintain a risk-based management plan.  Simple regulatory compliance just is not enough to create the safest mine possible.  A risk-based management plan is specifically developed to address the risks identified in a thorough risk analysis.
